Bring all edit windows and dialogs to front of all blocks

I have had issues with several block types showing up on top of edit windows. It would appear that there are several kinds of edit windows, because in certain contexts these elements still overlap them. Does anyone know where I can find the CSS to apply a high z-index to all backend dialog boxes and edit windows? Thanks!
