Building with site 'Offline'

Sorry if this has been asked a hundred times before.. I couldn't find it in search.
I'm just about to ditch a Joomla site and redo it in concrete5. Does concrete5 have the same 'site is offline' approach, allowing me to get it all set up ok before launch?
Just asking because the current site is busy, and I don't want people visiting a half built site until ready. I'm sure it will do this, but I'm just about to delete and upload.. so wanted to be sure...

thanks Brainakazariua.. taken the plunge.. joomla being deleted as we speak.. eek!
Uh... That's fine to do if your upgrading your site but it won't allow you to edit it at all :(

Yeah, tried doesn't work:)
Go to: Dashboard -> Sitewide Settings -> Access.
Enable Maintenance Mode.
