Cache is off, however files/cache keeps filling up?

My site has abruptly become quite slow in the last hour and I'm trying to troubleshoot what happened.

My cache file settings are off, however files keep appearing in my files/cache folder?

Edit: Okay so I turned off "Debugging" and now my site speed is back up (good). But I'm still creating all of these cache files even though I don't have caching turned on...?

Are you using a version pre 5.6.1? I think that the Config class was cached even if it was disabled in 5.6.0.2 but I think that should have changed.

I'm using 5.6.1 (I just upgraded about a week ago)

For a band-aid solution, you could install my cache-vac job (free) and set it to run every 3am.

Run it either with real system cron (free, but you need to know how top do it) or install FlexJob Scheduler.
