Can I check to see if all the blocks on the page have expired?

I'm a new developer so I'm not really sure how I would go about much beyond the basics. But I have a client that is looking to put a message on a page if all the blocks on it have expired. Is there a way to check the other blocks on the page and if so how would I get this information?
