Can I Include Packages in Themes for the Marketplace

We are wanting to start designing and submitting very high-end themes to the marketplace and have begun the process. Can I include free or even paid add-ons into a theme I submit to the marketplace?
For instance, if we use the Area Splitter block as a pivotal part of the design of a theme (rather than hard coding tables all over the place) can we do it? Or would we have to simply explain that the Area Splitter block is something you will need to purchase in order to use this theme?
I've scoured c5 to find an answer, but haven't.

For commercial add-ons: no you cannot include them or parts of them into your package.
For free add-ons: Depends on the licence. If MIT, you can do whatever you like. If GNU GPL, yes but you also have to licence your piece of software (including the theme) with the same licence. And the latter means that if someone buys your theme and its under GPL, they can also provide it free (or with a price $1 below yours) to the marketplace as the licence allows them to do that.
However, the Marketplace has this already thought out. When submitting your package (add-on/theme), in the submitting phase you can select "this package also requires" and add there all the add-ons it requires. Then people can see that information on the theme page at the marketplace. You might also want to include that in the theme description.

However - you can create your own blocks and include them with a theme (I'm doing this with some upcoming themes I'm working on).
Also, another thing you can do is create and include a template for a specific block / add-on that already exists in the marketplace.
