Can't add page through sitemap

Hi all
Is this a known issue? (I am using 5.84RC2)
I am developing a multilingual site with main language German. I set up a second English language branch. When I try to add a new page below the "root" page (named "Welcome" of the English branch, the "root" page is not showing, and I keep being ask to assign the position in the hierachy where the new page should live. See attachment.
Any idea?
