Can't Login

Updated from 8.3.2 to 8.4.4
Now the cookies CONCRETE5 and CONCRETE5_LOGIN never get set. I see them in the header response but they don't get set.
Therefore I can never login, and I continue to get a User not registered error.
Please help.
