Can't see toolbar when logged in as a user

I'm on a fresh install and I created a new user, then a new group, put the user in the group, logged in as that user, and the toolbar at the top isn't showing up. When I go to /index.php/dashboard it says Page Forbidden.

Any ideas?

Edited to add: It's a fresh install, no additions or changes, except that I enabled Pretty URL's. But then I disabled them, and the same thing happens - no toolbar.

Edit again: I disabled caching, and reset the cache. No change. Admin login - toolbar. User login - no toolbar.

Arrrgh!

Fixed: Okay guys, got it. I had added a group, added the user to the group, assigned privileges to the group, then removed the user from the group. Derp. Thanks for your help.

you need to set permissions on the page level for the user group

have you tried setting permissions at Dashboard > full sitemap > show system pages > dahsboard ?

Check in Dashboard -> System & Settings -> Permissions & Access -> Site Access. Make sure the group you want to be able to edit is added.

I guess this all depends if you have advanced permissions turned on or not!! If it's turned off planist1's answer should work. If it's turned on you will have to go another route as I've suggested...

EDIT: I ALWAYS turn them on immediatly after install. It gets easy to forget about the other set of options when they are still not turned on ;)

First I installed the site, enabled Pretty URL's, then added a new user. When I logged in as that user and the toolbar didn't show, I enabled advanced permissions. Still no change.

I set permissions in Site Access - nothing.

This is a clean install on localhost. I haven't added a theme, anything. I've tried it on Chrome and FF.
