Changing order of items in Global Scapbook

I have a large e-Commerce website and I am using the Global Scrapbook to place items which get used on multiple product pages. It would be useful to be able to move the order of items in the scrapbook so the most commonly used items are at the top. Is this an option?

You can "drag and drop" the scrapbook items in the dashboard -- hover your mouse over the little icon for each block and the cursor will turn into a 4-way arrow -- drag them up and down to rearrange the order.

I figured that that was what was meant to happen but when you actually try to move any of the items you just get a cicle with a diagonal line through it basically saying that this cannot be done. I was wondering if there was somewhere where this needed to be unlocked.

Hmm... sounds like a javascript issue. Or perhaps you're using IE9 -- I've noticed a lot of incompatibilities with C5 on IE9 (since the core system hasn't been updated since before IE9 was released).
