Combining JavaScript, JavaScript loaders

Lately, I've been using JavaScript loaders (http://yepnopejs.com/ with Modernizr, for example) on none-Concrete5 sites.
I'm not sure what the options are for using these things in Concrete5, as every seems to add JavaScript to the head as needed.
I've also seen that there is Concrete5 on Steroids, which combines CSS and JS, right?
