I've been digging around trying to solve a problem but I've not come across anything.
I'm adding pages with composer with the parent page having a page_list block that is set to display according to sitemap order.

The idea is to add a page with composer and have it add to the top of the list, the first child of the parent page but to be able to move a page down in the list if need be.
The problem I'm encountering is that when a page is added it isn't to the top of the list.

Is there a way to ensure the page is always added to the top of the list in the sitemap?
