concrete/interface/menu addPageHeaderMenuItem not displaying in Dashboard

Hi all
Hope someone can shed some light on this one.
I've read elsewhere that it's be design that customly added PageHeaderMenuItem's don't display when you're within the Dashboard - my question is why.
Is there a way around this? In something I'm developing I could give the user the option of it carrying through to dashboard, but I expect it's not possible for a reason.
