Are there problems with the way the marketplace works?

Sometimes when I click "Licenses" I can see my paid licenses and can assign/unassign them. But sometimes all I see is a list of add-ons my account has installed with no way to assign/unassign them.

Specific questions.

1.
How do you get a site to show up in the assign license list (the site is signed in and can browse the market place).

2.
How do you delete sites? I have a bunch of test sites that no longer exist but show up in the list of sites.

3.
Why does the assign/unassign page change sometimes - right now, all I see is a list of add-ons and now way to assign licenses.

Any help would be appreciated.
