Create a shipping type that is just a link to a form

I'd like to create a "shipping type" that actually just links to a custom contact form. Is this possible? Do I have to do this by creating a custom shipping module or can I just add it to one of the ecommerce templates?
Have a look at Order Attributes. They get added by core ecommerce to the shipping form.
Okay, so I took a look at this:

And it appears my best choice would be to make a checkbox that says, "I need to ship internationally". Then if the user checks this box I need to hijack the cart (if that's the right term) and redirect them to some kind of contact form.
Do you know how I could redirect the cart? I can't seem to find snippets for this in the documentation (unless it's an Event?)
