Creating a 2-tier shipping cost for eCommerce

Hi there, I'm looking at the shipping options for eCommerce and I understand how the basic shipping & modifiers work, but I'm wondering if it is possible to set a basic shipping price for orders under $30 and a second for orders over $30?

If you can point me in the right direction, I'd be very grateful.
