creating a new block above an existing block

Help! I am trying to place a new block above an existing block without having to copy everything to scrapbook then paste under new block created.
Create a block anywhere, then click on it and choose "move". This will allow you to drag the new block wherever you want. Click "Save Position" to save your changes.
