CSS works one moment and breaks the next

Hey Guys,
I installed my site theme package no problemo. Looked great when I tested it! I went to add the Bulletin Add-On then the CSS broke. I uninstalled and reinstalled the pkg and nothing has worked. I even took out the Add-On. This happens on occasion then resolves for no reason.
Any thoughts?! Thanks!
