Custom CSS for 1 page

I have a custom theme which I need to edit on 1 page. I recall doing so through the gear icon in the top left, but when I try, I don't see the customise option.
I followed the instructions athttps://documentation.concrete5.org/editors/in-page-editing/the-tool... but I don't see the customise link at all.
I have cleared cache but still get the same result.
Is there something I can do to fix this?
