Custom dashboard page to upload CSV to specific location

Hi all,
I was hoping someone might be able to provide some help with my task? I need to create a custom dashboard page which will allow me to upload a CSV to a specific folder on my server (not in the FileManager) and overwrite the previous one.
Currently I am simply uploading via FTP each morning.
It would be awesome if the page could show the CSV data from the newly uploaded CSV before committing to overwrite the previous CSV file.
If this is a much bigger task than I thought, I'd be happy to offer some pay for the job.
