Dashboard only edit bar

Is it possible to make the top edit bar appear with just the Dashboard button (no edit/add buttons) when someone with permission to the dashboard only logs in?
Rather than people having to remember to manually go to the area they have access to (/index.php/dashboard/reports/forms/) it would be much nicer to have the top bar appear with the button. Right now it seems like the only way to get the bar to appear sitewide is if the user has edit permissions on the site.

I am. When giving a user access to the dashboard, and no editing abilities to the rest of the site the top edit bar doesn't appear when navigating through the front end of the site, hence no button to the dashboard. Am I setting something up wrong?

I believe edit bar visibility should be based on permissions for all of the components that the bar provides access to; i.e. Edit, Add, Sitemap, File Manager, and Dashboard--not just page editing. If a user can't edit the page they're on, as it stands, they don't get to see the edit bar, even if they are given unrestricted access to the dashboard.
This is especially annoying if the homepage isn't editable by site editors, but everything below it is. When logging in, they can never go straight to the dashboard without visiting an editable page first.
Another case would be where I've given a user access to submitted form data in the dashboard, but nothing else. That user never even gets to see the dashboard button and would have to save a bookmark to it, or something.
