Dashboard/FileManager Broken? No more Browse/Upload/Add Buttons!

I'm trying again in a different forum.. I'm dead in the water here. FileManager comes up and shows my existing files, but the Browse/Upload/Add buttons that used to show on the top are just gone. Nothing I've tried works. Any help appreciated.
