Design Layout of Blocks

Hi there,

Building two sites more or less the same, both with 5.6.3.1

I wish to center the content in the blocks - one site will allow this but the other won't! This is using the'Design' element in Block edit.


Any ideas regarding this contradiction. All the set-ups are the same.
