Design menu changes don't take effect on items in stack or global area

Has anyone else noticed that any changes /css added to a block in the design menu will not take effect if used on a block within a global area or stack?
I submitted a bug report on this in January for 5.5.0 which has been marked as "resolved", but it seems that it is back again in 5.5.2.1
