Display blocks by locale/param?

HI All,
Is there any way to extend the core to effectively key blocks off locale and maybe a URL param?
I ask because I have a single page which is pulling in dynamic content and I'd like to be able to add blocks depending on which content is being pulled in by the single page.
I've thought about various different ways of doing this but still not happy with any approach I've come up with.
Anyone got any ideas?

I personally like just putting the language code (en,de,fi,fr,etc.) into the area name. E.g. I do this with global header/footer and also with single pages.
That could get a little unmanageable depending on the number of locales....
