Solved - but Weird: After great frustration; under Dashboard>File Manager>Access within the Guests radio buttons: I had two choices "View Site Files" (NO) and "Search Site Files" (NO). Result: All files displayed as a Guest - everything was fine as a User or Admin. I finally clicked: "Search Site Files" (MINE) and then the next three options that expanded: "Edit Files" (NO), "Admin Files" (NO) and "Add Files" (NO). WhaLa! Works like a charm.
Weird, right? Shouldn't my original settings have worked?
