This is an update to the concrete5 core, actually, which is already available in subversion (if you're comfortable playing with the absolutely latest and greatest.) It is a change to the address attribute type. Once running on the latest concrete5 core, you can edit the shipping and billing address types, and you'll be able to choose a certain amount of countries that will be available for these addresses.

I have used the User Attributes to change the address field for billing and shipping to pick only certain countries I want to show, however all the other countries still display? Any help please.
