I want to set up an eCommerce interface without the actual "purchase" function. This will be an update (rebuild) to an existing site

I know it's weird, but my client wants to display their products (furniture) in the manner of an e-store but can't sell online because of some legal thing. So I want an online store but no purchase ability. At least for now.

Can the purchase function of the eCommerce be turned off or is there a better alternative? I'm new to CMS and ecommerce.

I want the "search" function and all that the CMS can add to a site - other than purchase.
