eCommerce shipping error with Paypal

My company inherited a site from the builder,and we are having trouble figuring out a problem. We are using the core commerce add on with standard PayPal checkout. Sometimes--especially with UK customers--buyers are allowed to pay without being assessed a shipping charge.

Paypal says it's a "third party" problem, not theirs, but I can't figure out what could be wrong on our end.

Anyone else encounter something similar, or can you give some advice? I'm a Concrete5 rookie so it could be something simple I've overlooked.
