The flat rate shipping charge is a little too basic ... i was wondering if anyone had extended it to be applied when the basket value was less than a given value
if basket <= £100 then charge flat rate of £10
or something like the above?

You can configure Zone Based Shipping to do that.

Not specifically, but the screenshots on the marketplace page and documentatiion page show the general mechanisms.
In ZBS you would select basket value as a cost basis, then create a rule of:
Zone X, Cart value <= £100, Shipping cost £YY
You could then alocate other shipping cost bands based on greater cart value (or weight, size, or whatever).
