eCommerce Solution with Site Owner Verification

I am looking for a solution for a client that will work for him.
He has a auto custom business where he deals with mostly vintage cars. He sells new and used car parts. What we need though is an eCom solution that provides authorization/verification by him for the parts sold. Often times people order the wrong parts or order something that has prerequisites then they have to return them and be refunded.
I have looked at some of the easily integratable solutions for C5 without much success for the oversight needed in this situation.
Does anyone have any suggestions what would work for this, or how to achieve this functionality?

Actually the ecommerce add-on has an option for manually approving orders if memory serves.
I found that the Ecommerce Express add-on achieves this, but it does not seem to have wish lists/user accounts. I think I read that somewhere that the standard Ecommerce add-on can do "email only" by default if you simply do not setup a payment gateway. Can you confirm this? I need to make sure about this before I make the purchase.
