Editable areas not editable

I have created a template with all the correct coding to enable editing. But when I go into edit mode, the editable areas show up. But when I mouse over they appear selected but I don't get the edit menu popup. I dont have any elements with z-index settings.

Is there any css position set into any parent elements? If so, then try to remove that and check.
