Editing content block in composer overrides old versions.

Hello All,
I'm having an issue editing content blocks in composer. what is happening is when i edit a page in composer and change a content block it is properly creating a new page version but it does not seem to create a new block ID to go with the new block content but instead uses the same ID as the original content. This is causing older versions to show with the new content in them. I have record a short screencast that shows the behavior happening.

As you can see in the video I have some content on the page. When I modify the content in composer the new content shows up as expected. however when i go back and look and the two previous versions the same content shows up.
you may have noticed we are using the older style versions window. this was due to a client request we are currently running version 5.6.1.2 but modified the versions.php file to function like the old compare versions functionality. i have tested if removing these changes fixes the issue but no joy.
we also have advanced permissions turned on and workflows enabled.
some of the logs i created show the when editing the page via the toolbar edit mode changing the content block does indeed create a new block ID but changing the content in composer does not.
any help would be much appreciated.
