Editing Navigation Bar

I am trying to update the navigation block on this site: http://www.citiblocs.com/ . cant seem to find how to get into EDIT this.

Not sure what u mean, but have u tried to go to Dashboard/sitemap?

If the navigation bar is not directly editable in the c5 interface, it has probably been hard coded into the theme.
Try looking in the themes/theme_name/elements/header.php file. That would be the most appropriate place to put it.

I modified the titles in the sitemap: http://www.citiblocs.com/index.php/dashboard/sitemap... . How do I regenerate or rebuild the site?
