Error packages/already exists. Perhaps this item has already been installed

I have noticed trying to install and update add-ons through the dashboard on a couple of unconnected sites that I am getting the error message ...
"...Error packages/already exists. Perhaps this item has already been installed."
On one site I was just trying to install a new block which hadn't been installed on the site?
On another site, I was trying to update a different add-on and again got the same message.
Is the Concrete5 hosting server issuing this error as I cannot see how two different sites one hosted locally and another hosted on a live web server can all of a sudden have this same problem?

i have the same problem and i can't solve it.
The problem occurs with both a theme I have purchased and with any plug-in.
I can't even download the new version of Concrete5.
Can anyone help us?
