Error upgrading from 5.4.0 to 5.4.0.3

my dashboard says "The latest version of Concrete5 is 5.4.0.3. You are running 5.4.0. Update Now!"
but the update page says "All available updates have been either downloaded or applied."
It definatly has not updated because the update folder is empty and i do not have this bit added to the config/site.php.
any ideas?

I had the same error, before i install curl.
