The pagelist has an 'Everywhere' option but I think there should be an additional flag or setting for this to be localised to the multilingual section.

The autonav block has an option to show toplevel items and currently(8.2.0RC2) appears to filter the content by the site tree. Meaning a block copied to a locale is already set up and does not need modifying.

How have others gotten around this do you use below a page and then define the home level page?
