File Attributes sort order in 5.5.1

I've defined about 20 file attributes, organized into 4 sets, to apply to a few different types of files. I am running into two problems.
1. The attributes are not ordered based on the position I drag them to on the "File Attributes" page, but rather on the order in which they were created. Attachment 1 shows the file attributes page, attachment 2 shows the property page of a file.
2. The property page of a file does not show my sets, instead it lists all attributes under "Other Properties". This makes it difficult to find the specific properties that need to be changed for a file. It would be nice if this page could reflect custom sets.
I just downloaded the git repo, so should be up to date as of the writing of this post.
I've tried adjusting some of the sort variables in the database, but could not find the appropriate values, nothing changed. So I reverted back to a clean copy of the DB.
