File Uploader access entity seems to block file sets

I've added the File Uploader access entity to File Permissions following this how-to:http://www.concrete5.org/documentation/how-tos/editors/grant-access...
It works, but I have a series of file sets that were previously created by the superuser that now cannot be viewed by anyone else. Also, Admins cannot see any files in the File Manager. I had the File Permissions set up just like in the how-to video (I had to remove the File Uploader items so the file sets will appear on the site).
I am running 5.6.2.1 (the most recent version as of this writing). I cleared the site cache before and after upgrading.
I saw there were some bugs with permissions in pre 5.6.2 ... could this be a bug? I'm hesitant to file a bug report.
