File Manager not working properly

After upgrading my file manager is not working properly.
i can not select rescan and the search field is placed half way down the page and is constantly searching.
if i try to search or upload i get blank pages?

can anyone help?
when i install from fresh 5.3 no problems like this at all
is it a file permissions issue? do i need to reset permissions if so where?
