Hi,
Footer navigation is a theme feature. Can you provide a link to your site and/or the theme being used so accurate advice can be given?
In edit mode does a global area show up in the footer with the nav block in it? If so, just delete the block.
Check Stacks from the dashboard to see if there is a footer nav stack.
View your theme's installation folder to see if it is coded in (most likely in footer.php found in the Elements folder) to comment it out.
