Form submissions not working when not signed in as admin

Our website forms are having serious issues. I upgraded to 5.6.3.3 recently, and the site has a global footer that has a quick contact form.

The form at the bottom does not submit properly when it is filled out if you are not signed in to the site.
I have tried changing the form, deleting, adding new. Checked everythign I can think off but it is just not working properly. Any ideas?
