full page cache disabled sitewide when logged in

i want to manually disable full page cache on a couple pages and leave the rest of my site set to full page cache. i noticed that when a user is logged in the full page cache is disabled sitewide. is their a setting a solution for this.
/index.php/dashboard/system/optimization/cache
i did that,but after testing it i noticed that cache was disabled when a basic user was logged in. here is the test: i was logged in to the site as a user. checked a pages cache in a different browser as admin and it has 10 minutes until it expired. went to the first browser where i was logged in as a user and went to the page and it took 8 seconds to load "working on that". closed the browser and reopened so the user was no longer logged in and went to the page. the page opened instantly. i have did this several time and it always gives the same results.
