GIT and the c5 backup tool - missing user data (not admin users but site users)

During development, I've been using Git and the built-in database tool as a convenient way of including database dumps into Git commits.
To test user registration, I recently created a shopping user but have noticed this user is never there when I restore the latest backup to begin work on another machine.
Does the backup tool backup user data?
For today's commit, I'll use phpMyAdmin and see if it's included but weirdly, the main admin user is not affected so maybe it's just non-admins? Dunno
Has anyone else had experience with this?
