Global block settings?

I am trying to make a block with 2 tabs. I have the first tab calling fields in a db table specific to the current block. I have another tab for "Settings" which I would like to save settings to another table and automatically have all the other instances of the block call the new "settings" and be able to update them from any instance of the block. Does this make sense?
