Hardcodeing a block into a template

Hey guys!
I am trying to hardcode a Bootstrap Image Gallery block into a template. Unfortunatelly I cannot find a way to do it, like in the case of the Autonav block. It seems to me, that blocks are either written with hardcoding as a possibility in mind or not? Is there a general way to hardcoe a block? I am NOT wanting to programmatically add blocks to an area!
