help needed with advanced permissions for file search and multiple sets

The facts:
- usergroup A
- usergroup B
- fileset A
- fileset B
- file A1 + A2 + A3 are in fileset A
- file B1 + B2 + A3 are in file set B
The permissions:
- advanced permissions is on
- custom permissions on set A are: Search Files in File Manager - include usergroup A
- custom permissions on set B are: Search Files in File Manager - include usergroup B
- no extra settings in dashboard/system/file permissions
The problem:
Logged in users from group A as well as group B don't see file A3 when listing files.
Is this a limitation of the system or is there a way to allow users A + users B to list file A3 which is in two filesets?
I tried using 2 different add-ons to list the files:
'List Files From Set' and 'Image/File Search', both giving the same result.

What happens when you login as a user in group A or B and view the list of files in the actual filemanager?
When logging in as user A or B i just get access to filesets, not to filemanager.
When logging in as user A in fileset A the files that also belongs to set B is not showing.
When logging in as user A in fileset A the files that also belongs to set B is not showing.
