Help with block editing UTF-8 issues

Hi,
I am having trouble figuring out how to solve a problem that a user of my "Sortable Fancybox Gallery" is having -- see:http://www.concrete5.org/index.php?cID=86321...
The problem is that non-latin characters in the file "title" attribute are not getting displayed properly in the lightbox caption. I have tested this on my own installation and am having problems as well. I updated the MySQL database to use UTF8 charset and collation on the tables involved, but still am having problems. Does anyone have any insight into this? ALso, if anyone could test this out on their own development machine (or on your site if you have this installed) and let me know if it works or not, that would be really helpful.
