Are you talking about a theme template, or a template for a block?
a template for a block, i kind of like the design of the custom templates available already, just the background color is not fitting for me, so you can help with changing that, i will appreciate very much.

The simplest way is to copy a template from, e.g. [root]/packages/package_name/block_name/templates/template_name
with the same structure to
[root]/blocks/package_name/block_name/template_name
and start editing there.
When using the template, it will grab the one in your blocks folder.
