Hide Dashboard Drop Down / Toolbar

How can I hide the dashboard dropdown that appears by hovering over the dashboard button in the toolbar?

Also, how do I make the Sitemap and File Manager buttons appear in the toolbar. Since I upgraded to 5.5.x I cannot find the setting to put those on there.
