hide some page types from users when adding pages

how do i hide some pagetypes from users when they are adding pages?
If you go under the defaults for the page types (You can get there by going to your dashboard, clicking page types and then click the Defaults button for each page type) you can set the permissions by hovering over edit and then clicking 'permissions'. I think the only permissions you need to change is "Change page types".
i set the change page type to administrator, but its still showing up for other users?
